Solar ATAP (Accelerated Transition Action Programme) is Malaysia's rooftop solar scheme — the programme you install your roof panels under to cut your electricity bills. It replaced the Net Energy Metering (NEM) scheme on 1 January 2026 and is administered by SEDA Malaysia. Getting your roof commissioned under Solar ATAP is also the requirement to claim the SuRIA Home rebate.
What is Solar ATAP?
Solar ATAP lets domestic and commercial users mount rooftop solar and connect to the grid through TNB. When the panels on your roof generate more electricity than you use, the surplus is exported to the grid and you receive credit for it. This lowers your monthly bill while supporting Malaysia's target of 70% renewable energy capacity by 2050. The scheme is run through SEDA Malaysia's online eATAP system, with TNB handling grid connection.
How Solar ATAP replaced NEM
The previous scheme, Net Energy Metering (NEM), closed to new applications in 2025. Solar ATAP took over from 1 January 2026. The key difference is how your exported energy is valued:

What is the SMP export rate?
Under Solar ATAP, the surplus your roof sends to the grid is credited at the System Marginal Price (SMP) — a market-based rate that changes over time, rather than the fixed one-to-one offset NEM offered. In practice, the biggest savings come from using the rooftop power you generate directly, with exports providing additional credit on top.
How Solar ATAP unlocks the SuRIA Home rebate
The SuRIA Home rebate is built on top of Solar ATAP. To qualify for the RM3,000 rebate, your rooftop system must be commissioned under Solar ATAP with TNB by 31 December 2026. So Solar ATAP is the scheme your roof goes live under, and SuRIA Home is the cash rebate you receive for doing so.
